Playstyle
We can tell from Phoebe's kit that her playstyle revolves around her ability to summon the Ring of Mirror and her Forte Circuit. When Phoebe is inside or outside the Ring, it will trigger different effects and here we recommended to stand inside because the basic attack will be enhanced.
Her Forte Circuit is also important when you use Phoebe, she has 2 Forte bars, Prayer and Gospel, and 2 modes of status, Absolution and Confession. Both of these staus can help Phoebe to apply 1 stack of Spectro Frazzle and especially the Confession mode is a sub-DPS mode tailored around buffing the Spectro Frazzle Effect.
Skill Priority
Leveling Phoebe's Forte Circuit first is crucial for her playstyle. While the Resonance Skill primarily summons the "Ring of Mirror," the damage of her enhanced Basic Attacks within the ring scales with the Resonance Skill's rank, making it a key damage source.
Her Resonance Liberation (Ultimate) offers significant burst AoE damage but is typically leveled after the Resonance Skill. The Intro Skill deals decent damage but has a lower priority compared to her core on-field skills.

But you are only going to be able to get one stack because Phoebe is only able to use her skill once within a duration, so it is the second nest weapon for Phoebe.

However, this weapon does drop the ball a little bit, giving only 12%basic attack bonus and 12% attack. So it is still worse than Stringmaster.

Whenever you attack an enemy with Spectro Frazzle on them, you will gain 10% Spectro DMG bonus, stacking up to 4 times, so this is a total of 40% Spectro DMG bonus.
This is quite a good effect and a lot better than most 4-star in the game and it is going to be the best F2P weapon for Phoebe.

Given Spectro Frazzle is a DoT mechanic, the more stacks of Spectro Frazzle that have been inflicted on enemies, the more damage they will take. Having both Phoebe and Rover will allow a more comfortable experience in maintaining a max of 10 stacks of Spectero Frazzle to deal the most damage possible.
In addition, Rover's S4 is capable of healing teammates along with shredding 10% Spectro resistance through scale with Rover's final sequence for 20s. So Rover is going to synergize extremely well alongside Phoebe given the ton of utility Rover can provide.
Shorekeeper is a top-tier support, offering consistent healing for Rover and Phoebe, plus CRIT Rate and CRIT DMG bonuses via her Stellarealm field, which persists for 30 seconds even when switching characters. Her Outro Skill further boosts team damage. Verina or Baizhi are good alternatives if you lack Shorekeeper.

Liberation's damage multiplier will be increased by 480% instead of 255% when Phoebe enters Absolution status. A big increase to her nuke but not really for her rotation, but if you are in Confession instead, you'll get a 90% DMG multiplier buff and you'll be able to apply the maximum amount of Spectro Frazzle on enemies which currently is 10.

Her S2 will buff Outro Skill DMG, amplified by 120%, a massive increase within the Confession mode, so it's going to be the strongest sequence for Phoebe's Confession mode.

Biggest raw DPS boost after S1, making S3 a premium stopping point for damage-focused builds.
