7.0 New Characters
Phase 1: Vodyanitsa
Rarity: 5-Star | Element: Electro | Role: Off-field Support / Sub-DPS
Vodyanitsa is the Prima Soprano of the Korolevskiy Troupe — an opera singer from the Snowland Fae race, first name-dropped in Linnea's voice lines. According to the most reliable current leaks, she is an Electro character and the dedicated off-field partner for Sandrone's Stellar-Conduct teams.
Her banner slot in Phase 1 makes sense mechanically: Sandrone arrives in 6.7, and Vodyanitsa in 7.0 completes the core Stellar-Conduct team. Players who pulled Sandrone but haven't secured a strong off-field Electro enabler should take this banner seriously. HoYoverse also confirmed during the Special Program that Vodyanitsa sings while using her skills — a first for any Genshin character.
Phase 2: Pantalone

Pantalone, the 9th Fatui Harbinger codenamed "Regrator," runs the Northern Kingdom Bank and the Fatui's financial empire from Snezhnaya — he's the money behind everything. Unlike every other Harbinger who traveled across Teyvat, Pantalone has stayed home. His leaked element is Dendro, which would make him the first major Dendro-Cryo synergy character in a Snezhnaya team context.
The exact Phase 2 character hasn't been officially confirmed, but community consensus and the "Harbinger rank = version placement" theory both point to Pantalone landing in 7.0's second half.
New Mechanic: Stellar Reactions
Every major region has brought a new combat system — Natlan had Nightsoul, Nod-Krai had Lunar Reactions. Snezhnaya introduces Stellar Reactions, which are enhanced Cryo-centric elemental interactions, built around finally making Superconduct worth building.
The most important one for 7.0 is Stellar-Conduct (Cryo + Electro). When triggered, it creates a persistent field on the battlefield. Characters inside who can deal Stellar Superconduct DMG retain that ability, while other Cryo and Electro characters gain a 38% Elemental DMG Bonus. It's a team-wide amplifier, not a single-character bonus.
The evidence for this system is solid: Diona's C6 was quietly updated in 6.6 datamining to include "increases Stellar-Conduct, Superconduct, and Cryo Swirl DMG by 20%" — and then removed from the public build before release. That's exactly how Neuvillette's kit was adjusted before Lunar Reactions were announced.
The Tsaritsa
The Cryo Archon, Anastasya Feodorovna Snezhnaya, is confirmed to be a playable character. She is not expected in 7.0 itself — current leaks and community consensus place her in Version 7.2 or 7.3, after the main Archon Quest reaches its climax. Given that all previous Archons debuted in or near their region's story peak, that placement makes sense.
If the Tsaritsa is your target, 7.0 is a Primogem-saving window. Pull Vodyanitsa if she fits your team, skip what doesn't, and stack for the Archon banner when it opens.

The cleanest strategy: skip 6.7 Phase 2 (Citlali / Raiden Shogun reruns) unless you specifically need them, and put everything toward 7.0. Six years of Fatui lore are about to pay off — it's worth going in prepared.
