State Migration in Last Z: Survival Shooter is not a simple “pick a state and move” mechanic. Most players don’t fail migration because their accounts are too weak—they fail because they prepare too late, misunderstand how tiers work, or assume a slot will still be open when they’re ready. This guide breaks down the entire system so you can plan your move with confidence.

When Does Migration Happen?

State Migration becomes available in the gap between seasons, typically after Season 2 concludes. It then reappears after Season 3 and subsequent seasons. The event is not always open, so preparation must begin weeks before the window arrives.

In the 49–64 server group, the migration window ran from the 10th to the 17th of the month. Different server groups may have staggered schedules, but the structure remains consistent.

How Migration Score Works

How Migration Score Works

When the event begins, every player receives a Migration Score. This is the system’s rating of your overall account strength, and it’s the single most important number for your migration.

Veteran player D bro (Server 55) ran a detailed analysis and found that the primary contributors are Building Power and Tech Power, with Hero Power and Modified Vehicle Power acting as secondary factors. Troop count does not affect your Migration Score at all.

Some players think they can destroy troops or lower visible combat power right before migration to drop into an easier, cheaper tier. This does not work. Migration Score uses your account’s history and overall development—including peak combat power—not whatever number you display on event day. If your account was strong before, the system remembers.

Identity Tiers and Power Thresholds

Identity Tiers and Power Thresholds

Based on your Migration Score, you’re placed into one of four Identity Tiers. Thresholds can shift between server groups and seasons depending on the overall power level of the player population, but here are examples from documented cycles.

Cycle Example 1 (from verified wiki data):

Identity Tier

Total Power Range

Regular

0 – 35M

Medium

35M – 70M

Advanced

70M – 130M

Elite

>130M

Cycle Example 2 (from the 49–64 server group):

Identity Tier

Total Power Range

Regular

0 – 18M

Medium

18M – 35M

Advanced

35M – 65M

Elite

>65M

The lesson is clear: your tier is not just about your account—it’s about how your account compares to the active population in your server group at that moment.

Migration Ticket Costs

Migration Ticket Costs

Each tier has a different ticket cost. The higher your tier, the steeper the price:

Identity Tier

Migration Tickets

Regular

10

Medium

15

Advanced

20

Elite

50

The jump from Advanced to Elite is massive by design. Elite players face three simultaneous restrictions: the highest ticket cost, the fewest available slots, and the requirement for direct presidential approval.

How to Collect Tickets

  • Glory Shop (Free-to-Play): Purchase 1 ticket per week for 5,000 Glory Badges. That means Regular takes 10 weeks, Medium 15, Advanced 20, and Elite 50 weeks of consistent weekly buying. If you wait until migration is announced, you’re already too late.
  • Paid Packs: Available during the event window, these contain multiple tickets but have purchase limits. Even paying players should not leave preparation to the last minute.

The Three Phases of Migration

The Three Phases of Migration

Phase 1 — Preparation Phase

  • Browse all available destination states and check their classification.
  • See your own Identity Tier and ticket requirement.
  • Contact the President of your target state. This is non-negotiable. High-demand states organize through Discord servers and leadership chats well before the event begins. If you don’t reach out early, the slots you want will already be spoken for.

Phase 2 — Invitation Phase

  • Presidents send invitations to specific players.
  • Medium, Advanced, and Elite players may also submit Special Immigration Applications to states.
  • Invitations and applications expire after 24 hours.
  • If rejected, you cannot send another application for 20 minutes.
  • A President’s invitation consumes a slot immediately—until the recipient accepts, rejects, or the 24-hour timer expires, that slot is held.

Phase 3 — Free Migration Phase

  • Regular-tier players can freely migrate to any state that still has open Regular slots—no invitation or application required.
  • Medium, Advanced, and Elite players still require an invitation or approved application, even during this phase.

This is the single biggest advantage lower-tier players have, and it’s why strong accounts must plan far more carefully.

Slot Limits: Why Top Tiers Struggle

Every destination state has a limited number of migration slots, separated by tier. These are the confirmed standard numbers:

Identity Tier

Slots Available

Regular

60

Medium

40

Advanced

5

Elite

1

Now add Flourishing States—the top-performing states identified at the start of each event. These states receive even fewer slots, particularly for higher tiers. In some cases, Elite slots in a Flourishing State can drop to zero. This is the game’s way of preventing already-dominant states from becoming unassailable.

All Migration Requirements

Every single condition must be met before you can click “migrate.” Miss one, and the entire move fails:

  • You must have received an invitation or be a Regular player during Phase 3 with an open slot.
  • Your Headquarters must meet the required level(typically HQ20 or around that range).
  • Headquarters cannot be in combat. No active battles.
  • No outgoing troops.Recall every gatherer, reinforcement, and scout.
  • You cannot be the President of any state.
  • You cannot have migrated already during the current event round. Each account gets exactly one move per cycle.
  • You must leave your alliance. This is one of the most commonly forgotten steps. Leave before you migrate, or the button simply won’t work.

Practical Strategy from Veteran Players

Buy Tickets Early, Every Week

If you’re free-to-play and plan to migrate as anything above Regular, you need to buy the Glory Shop ticket every single week without fail starting months in advance.

Contact Leadership Before the Event

Good states organize migration in advance. Find the President or R4/R5 members on Discord, introduce yourself, explain your account’s strengths, and lock in your spot before the chaos begins.

Have a Backup State

If your first-choice state rejects you or fills up, you need a second target ready immediately. Waiting for the first state to change its mind can cost you the entire event.

The Alliance Timing Trick

A veteran from Server 55 shared this tip: leave your current alliance on Sunday, the day before Phase 2 opens on Monday. That way, when you join your new alliance on Monday, you’ll contribute points to it from day one rather than wasting a day in limbo.

Flourishing State Reality Check

If you’re an Elite or Advanced player eyeing a top-performing state, assume competition will be fierce. You may have one or zero slots to fight over. Build relationships with that state’s leadership early, or adjust your expectations.

Common Mistakes

  • Not buying enough tickets early. The Glory Shop limit of one per week punishes late planners severely.
  • Trying to manipulate power. Destroying troops or lowering visible strength does absolutely nothing to your Migration Score.
  • Skipping pre-event communication. The state list does not guarantee your slot—relationships do.
  • No backup plan. Slot counts change in real time. Have multiple options.
  • Forgetting technical requirements. Alliance membership, active combat, and outgoing troops all block migration.

Conclusion

State Migration in Last Z is a controlled balance system, not an open market. Your Identity Tier determines your cost, your restrictions, and how many doors are actually open to you. States are evaluated and classified, and the strongest ones are the hardest to enter—intentionally.

The players who migrate successfully are not the ones who panic when the event starts. They’re the ones who started collecting tickets weeks earlier, contacted their target state’s President before anyone else, confirmed their slot in advance, and kept a backup plan ready.

If you understand the system early, migration is manageable. If you ignore even one small detail, it can block your move completely. Now go prepare, and may your new state be a strong one.
