In Rise of Kingdoms, your civilization affects city development, troop attributes, action point recovery, hospital efficiency, rally performance, and open-field combat. However, there is no single civilization that is objectively best for every account. China dominates early development, Germany provides excellent long-term efficiency, France excels in extended field fighting, while Arabia, Greece, and Egypt are primarily designed for specialized rally leaders.
As of July 2026, Rise of Kingdoms features 15 playable civilizations. Changing civilization replaces your architecture, civilization perks, and special unit, but it does not change the starting commander originally unlocked on the account. This means the best starting civilization is not necessarily the best civilization to keep permanently.
Rise of Kingdoms Civilization Tier List 2026

S Tier Civilizations
Germany

Germany is the safest long-term civilization for most main accounts. Its 5% troop training speed saves a substantial amount of time when producing or upgrading T4 and T5 units, while the 10% action point recovery bonus improves efficiency when hunting barbarians, attacking forts, and completing PvE events. The 5% cavalry attack bonus also provides direct combat value for cavalry-focused accounts.
Germany does not necessarily produce the highest performance in one specific battle. Its strength comes from providing useful bonuses during preparation, KvK, and the off-season. For players who do not want to switch civilizations repeatedly, Germany is usually the most reliable permanent choice.
China

China is the most recommended starting civilization. The 5% building speed bonus reduces the time required to upgrade the City Hall, Academy, Alliance Center, and military buildings, while 5% action point recovery improves early barbarian farming. China also unlocks Sun Tzu, an extremely practical early commander because of his area damage, rage generation, and infantry compatibility.
China’s main limitation is that building speed becomes less valuable once the account has completed most major construction. It is best viewed as the strongest starting civilization rather than the permanent choice for every developed account. After the major building phase, switching to Germany, France, or Korea will often provide better value.
France

France is one of the best civilizations for intensive open-field combat. Its 3% troop health bonus applies to every troop type rather than infantry alone, making it valuable for accounts running several mixed marches. The 20% hospital healing speed bonus also reduces healing time and pressure on healing speedups during extended wars.
France is especially effective for players who participate heavily in KvK field battles, Pass fights, and repeated combat cycles. Although it does not directly increase skill damage or march speed, universal health and faster healing provide excellent long-term battlefield endurance.

A Tier Civilizations
Arabia

Arabia is a top-tier civilization for rally leaders. Its 5% rallied-army damage bonus improves attacks against cities, flags, fortresses, and Passes, while cavalry attack and neutral-unit damage provide additional value. However, the main bonus does very little for accounts that rarely launch rallies themselves, making Arabia highly role-dependent.
Ottoman Empire

The Ottoman Empire provides 5% march speed and 5% active skill damage, making it excellent for traditional skill-damage marches. Archer health also supports archer-focused accounts. However, the active skill damage bonus does not benefit every damage type equally, so its value depends on the mechanics of the commanders being used.
Maya

Maya increases normal damage for all troop types by 3%, giving it more flexibility than a bonus limited to one troop category. Archer defense and gold gathering also provide combat and economic value. Maya works best with marches that rely heavily on normal attacks or related damage, while skill-focused lineups may receive less benefit.
Greece

Greece provides 5% infantry health and 5% rallied-army damage, making it one of the main choices for infantry rally leaders. Its bonuses are powerful but conditional: the account should use infantry and regularly launch rallies to receive full value.
Egypt

Egypt combines archer attack, rally damage, and a small building and research speed bonus. It is a balanced option for archer rally leaders. Compared with the Ottoman Empire, Egypt focuses more on archer attack and rally performance; compared with China or Korea, its development bonus is smaller but affects both construction and research.
Vikings

Vikings suit infantry-focused accounts and close-range combat. Infantry attack and counterattack damage strengthen direct exchanges, while troop load adds some economic utility. However, Vikings lack France’s universal health and healing efficiency and Greece’s rally damage, making them more specialized.
Korea

Korea’s 3% research speed is valuable when pushing toward T5 units or completing long research projects, while 15% hospital capacity creates additional room for wounded troops. Korea is often best used temporarily during a major research push before switching back to Germany or a combat civilization.
B Tier Civilizations
Britain

Britain combines archer attack and troop training speed, but replaces Germany’s action point recovery with allied garrison capacity. It remains useful for archer accounts and players reinforcing alliance structures, though Germany generally offers broader value for a standard main account.
Japan

Japan offers 3% troop attack and 5% gathering speed, making it useful for mixed troops, resource collection, and farm accounts. Scout speed is helpful during early map exploration but becomes much less important once the fog has been cleared. Japan remains one of the safest general-purpose farm civilizations.
Byzantium

Byzantium provides cavalry health and hospital capacity, giving cavalry troops more defensive endurance. However, it lacks training speed, action point recovery, march speed, and direct damage bonuses, so it is generally less versatile than Germany or Arabia. Stone gathering makes it useful on specialized farm accounts.
Rome

Rome improves infantry defense and troop march speed, making infantry marches easier to reposition, reinforce, or withdraw. However, France offers universal health and healing, while the Ottoman Empire combines march speed with skill damage, leaving Rome with fewer advantages on developed accounts.
C Tier Civilization
Spain

Spain’s main advantages are 10% additional experience from neutral units and 20% city resource production. The experience bonus helps develop commanders early, but its value falls sharply once important commanders are leveled. Passive city production also contributes less than active gathering and dedicated farm accounts in the late game. Cavalry defense is useful, but it is not enough to make Spain a strong permanent choice.

Recommended Civilization Progression
Stage One: Start with China
New accounts should generally begin with China to accelerate City Hall and core building upgrades while unlocking Sun Tzu. Since changing civilization does not remove the original starting commander, there is no reason to sacrifice a strong opening commander for a civilization intended for late-game use.
Stage Two: Move to Germany
Once construction is no longer the main bottleneck, switch to Germany. Training speed and action point recovery continue generating value through daily activities, preparation phases, and the off-season.
Stage Three: Match the KvK Role
Open-field fighters can use France. Cavalry rally leaders should consider Arabia, infantry rally leaders Greece, and archer rally leaders Egypt. Skill-damage archer or field accounts can also use the Ottoman Empire.
Stage Four: Use Temporary Civilizations
Korea can be used during major research pushes, while Germany is ideal when training large numbers of troops. Farm accounts can remain with Japan or specialize by using France, Rome, Greece, Byzantium, or Maya for particular resources.
Frequently Asked Questions
What is the best civilization for beginners?
China is the safest beginner civilization. Building speed accelerates early progression, while Sun Tzu fits naturally into early combat lineups.
What is the best permanent civilization?
Germany is the best permanent choice for players who do not want to switch frequently, as training speed and action point recovery remain useful in almost every phase.
Is Arabia the strongest civilization?
Arabia is one of the strongest rally civilizations, but it is not the best general-purpose option. Its main damage bonus is valuable only when the account regularly launches rallies.
Which civilization is best for free-to-play accounts?
Starting with China and later moving to Germany or France is generally the safest route. Germany improves activity and training efficiency, while France reduces the healing burden of sustained fighting.
Should civilization be selected according to the special unit?
Civilization should not be selected based solely on its special unit. Civilization perks, commander damage mechanics, alliance role, and account progression usually matter more. The special unit should be treated as a secondary comparison factor.
Conclusion
For most accounts, the most efficient path is to start with China and then move to Germany for long-term training and action point efficiency. During competitive KvK, civilization should match the account’s role: France for sustained field fighting, Arabia for cavalry or general rallies, Greece for infantry rallies, Egypt for archer rallies, and the Ottoman Empire for active-skill damage and mobility.
Civilization rankings cannot be separated from account progression and alliance responsibilities. An S-tier civilization is not automatically best for everyone, and an A-tier civilization is not necessarily weaker in its intended role. The best choice is the civilization whose bonuses match the account’s commanders, troop specialization, activity level, and alliance position.
