Build 1: Reflect / Block PvP & PvE Push Build

This is the primary build for both PvP and difficult story-push content. The idea is to maximize block stacking, proc Eye for an Eye at 10 stacks, and let Rebound handle the damage output while Heavy Impact delivers burst.
