No HSR 3.9 Banner
There's no HSR 3.9 Banner after 3.8, the story of Amphoreus is about to end in 3.7. And we will go back to Penacony in 3.8 version according to the leaks.
HSR 4.0 Banner Leaks
Based on the known information, in Version 4.0, we will be visiting Sparkle's hometown, Edo Star. Some of the scene designs for this area have already been revealed in Sparkle's PV. It's a very dreamy planet.
According to the leaks from Galaxy, Hanabi (Sparkle) is from Edo Star. And there's very little confirmed about 4.0. The only things can guarantee are Yae Sakura, Edo Star, and Stellaron Hunters having a role in the story- everything else is too far off.
Also, Anon leaks that 4.0 Yao Guang will be playable. Actually, I think this could be true, we all know Xianzhou help us out in the Amphoreus and Yao Guang maybe the one who save us.
Yao Guang is one of the seven Arbiter-Generals of the Xianzhou Alliance's Cloud Knights. Described as "cautious and sophisticated," she presides over the Xianzhou Yuque. She is sometimes referred to as the Seer Strategist.

HSR 4.1 Banner Leaks
OMG! Anon just say Pearl will release in the HSR 4.1. Who's Pearl? Pearl is a rank P45 senior manager of the Strategic Investment Department in the Interastral Peace Corporation, and a member of the Ten Stonehearts.
Pearl makes his first appearance in Stonehearts' PV and become one of fan favorite character in HSR, it's benn a year, finally we have Pearl debuts!

Rumor says these SP Blade images were snapped during a meeting. If true, someone’s about to get obliterated by HoYoverse legal — Godspeed, brother.

Leaks from HomDGCat and Luna suggest that Sparkle (SP) and Sampo (SP) are the two candidates associated with this new Path in 4.x. And of course, we will have a Elation Trailblazer, I'm looking forward to his/her kit, it must be interesting.
Separately, Blade (SP) and Yae Sakura (Ice) are also rumored for the 4.x cycle, but are not necessarily tied to The Elation.
