She is an S-Rank Burst DPS built around marks, bullets, and Pact Settlement damage instead of simple button-mashing. This Jiuyuan build guide covers her best skill priority, Arcs, modules, awakenings, materials, and teams, so you know exactly how to build her once you start exploring Hethereau.

Jiuyuan is an S-Rank Anima damage dealer built around setup-and-payoff combat rather than simple button mashing. Her role is to mark enemies with Lethal Rose Pact, generate Rose Pact Bullets, then convert those marks into Pact Settlement damage. She also brings a bit of control through Intel Hunter, which pulls targets into her attack range and helps her start the loop cleanly.

Her main attacks are all about stylish gunplay. She dual-wields pistols for Anima damage, uses held basic attacks to auto-fire Rose Pact Bullets, and prioritizes marked targets when bullets are available. Final Reckoning gives her the big burst moment, spraying nearby enemies before triggering settlements on marked targets. So in practice, she plays like a fast ranged burst DPS with mark-based damage and solid AoE potential.

Bird's Eye View	Wields her weapon while airborne and plunges, dealing 1 instance of Anima DMG to an area upon impact. Increases DMG based on fall height, up to 100%.
Info-Guided Arts	Hold Basic Attack to trigger. Auto-targets and fires a bullet, dealing 1 instance of Anima DMG. Consumes Rose Pact Bullets for continuous fire and prioritizes targets with Lethal Rose Pact when Rose Pact Bullets are available.
Opportunity Lock-On	Press Aim to enter Aim mode. Fires a bullet that deals 1 instance of Anima DMG to the enemy in the crosshair.
Critical Riposte: Turning the Tide	Triggers when using When Secrets Take Shape after a Critical Dodge. Swings both arms and fires in a cross pattern at targets in front, binding them with Lethal Rose Pact while dealing 1 instance of Anima DMG, reducing Break, and granting 2 Rose Pact Bullets.

 

Redirect Skill – Intel Hunter

Dashes across the battlefield, pulling the target into the range of control and attacking. Deals multiple instances of Anima DMG and grants 4 Rose Pact Bullets while establishing a Lethal Rose Pact.

Available when Jiuyuan uses When Secrets Take Shape, Intel Hunter, Turning the Tide, or Intel Lock-On. Fires via Info-Guided Arts to trigger Pact Settlement on Lethal Rose Pact targets.

Accelerates Lethal Rose Pact into the settlement stage if the target cannot be settled.

• Lethal Rose Pact

A type of attachment. Devours the target’s HP continuously while active. Forces the target into the stage where Pact Settlement can be triggered after 5s. Lasts for 25s.

 

Ultimate: Final Reckoning

Dashes across the battlefield at high speed, continuously firing on surrounding targets before ending with a large-scale explosion, dealing Anima DMG.

Triggers Final Reckoning, causing all Lethal Rose Pact targets within range to enter a stage where Pact Settlement can be triggered, executing all settlements simultaneously on the final hit.

• Pact Settlement

Triggers Lethal Rose Pact Settlement stage when hit by Rose Pact Bullets or the last instance of Final Reckoning, dealing high attachment-type Anima DMG and greatly increasing Settlement DMG from Final Reckoning, and granting Jiuyuan massive Ultimate Energy.

Automatically triggers Pact Settlement after timeout if Lethal Rose Pact is not activated, dealing attachment-type Anima DMG to the target.

 

Support Skill: Intel Lock-On

Fires a curved bullet, dealing 1 instance of Anima DMG and granting 2 Rose Pact Bullets upon hit.

Seize the Moment: Blossom Enhancement: Spawns 1 additional Vita Bud and increases Vita Bud limit on field to 6.

Whispers at My Command: Binds targets not affected by Fatal Rose Pact when Vita Pistils hit them. Triggers an additional settlement on targets already bound, causing them to take an extra 15% × Anima DMG.

Skill Upgrade Priority

Basic Attack > Ultimate > Redirect Skill > Support Skill

Jiuyuan should upgrade Basic Attack first because it improves her attachment damage and normal Pact Settlement damage, which are the core of her whole rotation. Ultimate comes next since it raises her big burst multiplier and strengthens her final payoff. Redirect Skill is useful, but mainly adds skill damage. Swallowtail Increases Anima DMG by 25%. Increases the wearer’s Attachment DMG by 15%. Increases the Attachment DMG bonus to 30% for 6s when the wearer casts an Ultimate. Effect does not stack.
Reality Refuge is such a good fit for Jiuyuan because it buffs the exact damage types her kit keeps using: Anima DMG and Attachment DMG. Her Lethal Rose Pact is an attachment, and Pact Settlement also deals attachment-type Anima damage, so the Arc is directly helping her main payoff instead of just adding generic stats. The 6-second Attachment DMG boost after Ultimate also lines up well with Final Reckoning, since that’s when Jiuyuan forces marked targets into settlement.

 

Fluff of Fearlessness	ATK: +512 CRIT Rate: 22%
Popping Candy Increases ATK by 45% for 10s after the wearer casts an Ultimate. Effect does not stack.
Fluff of Fearlessness works as Jiuyuan’s backup Arc because its CRIT Rate substat and post-Ultimate ATK buff still support her burst window. It does not boost Attachment DMG like Reality Refuge, but after Final Reckoning, the extra ATK can help her settlements hit harder.

Main Stat: CRIT Rate / CRIT DMG Substat: CRIT Rate / CRIT DMG > DMG Bonus > ATK% > flat ATK
Fireflies and the Forest fits Jiuyuan because it strengthens the damage profile she already plays around: Anima-based burst and crit scaling. Her rotation hits often enough to keep the set active naturally, while the CRIT DMG gain makes her Pact Settlement and Ultimate payoff feel much more valuable.

 

Awakening Priority

To Know, To Balance	Increases Jiuyuan's ATK by 5% for each target on the field bound by Lethal Rose Pact, up to 15%.
Intel Turns Into Blades	Increases Lethal Rose Pact DMG Ratio by 100%. Restores HP to the entire team equal to 5% of the total damage accumulated by that Rose Pact whenever Pact Settlement is triggered by casting Final Reckoning.
Advantage Established	Deducts an additional 4 Break from the settlement target when Pact Settlement is triggered by casting Final Reckoning.
Strike to Kill	Increases DMG Ratio by 50% and affects targets within range when Pact Settlement is actively triggered.
Intel Superiority	Jiuyuan's DMG against targets bound by Lethal Rose Pact increases by 8%.
Know Every Secret	Deals 200% DMG Ratio to targets bound by Lethal Rose Pact each time they cast a skill. This effect has a 5s cooldown.

I’d go Intel Turns Into Blades > Strike to Kill first because they directly improve Jiuyuan’s main payoff: Lethal Rose Pact into Pact Settlement. Intel Turns Into Blades is the biggest early spike, raising Lethal Rose Pact’s damage ratio and adding team healing when Final Reckoning triggers settlement. Strike to Kill comes next because it makes active Pact Settlement hit harder and spread value in range.

After that, To Know, To Balance > Intel Superiority gives more general damage as long as enemies are bound. Advantage Established is useful for Break pressure, but more situational. Know Every Secret is last because it depends on enemies casting skills, so it is less consistent.
